
Indian Sex Offender Lived Illegally In Britain For 19 Years, Was Marked For Deportation In 2019, And He’s Still Here.
An Indian sex offender who had been living illegally in Britain for almost two decades was facing deportation after being jailed for attempting to rape a vulnerable woman and sexually assaulting two others.
But when officials tried to remove him, Harjit Singh simply refused to cooperate. Years later, he is still here.
Singh first came to police attention over a series of sexual offences in London. On April 8, 2015, he sexually assaulted two women at the Royal Free Hospital in Hampstead. He pleaded guilty, then failed to turn up for sentencing.
The following year he struck again. On July 22, 2016, he targeted a 35-year-old woman with Down’s syndrome after they had travelled on the same bus in west London. He followed the vulnerable woman home, waited while she took the lift, then ambushed her as she entered her flat, forced his way inside and tried to rape her.
The attack ended when Singh fell asleep. The terrified woman managed to escape and raise the alarm. Police arrested him. He later admitted attempted rape and trespass with intent to commit a sexual offence.
Singh, then 45, was sentenced at Kingston Crown Court on October 11, 2016. He received six years for the attempted rape and related offences, plus consecutive sentences for the two earlier sexual assaults at the hospital.
Detective Constable David Fall of the Metropolitan Police’s Sexual Offences Command described him as a predatory offender who targeted lone and vulnerable women, and appealed for any other possible victims to come forward.
By 2019 his convictions had triggered immigration action. The Home Office was trying to arrange his removal to India. A report that year stated he had been living in Britain illegally for 19 years.
According to an immigration hearing, Singh refused to cooperate and failed to attend appointments to sign the deportation paperwork. His own legal team reportedly acknowledged that he wanted to avoid being sent back. Officials were left seeking help from the Indian Embassy to obtain the necessary documents.
Nothing in the 2019 reporting shows that Singh had been granted any permanent right to remain. What it does show is that his deliberate refusal was blocking the removal process.
Later records identify a Harjit Singh, born in 1972, living in Runcorn, Cheshire. The details match the earlier offender’s six-year sentence for attempted rape. In February 2024 he appeared before Warrington Magistrates Court.
Singh had been placed on the sex offenders register after his convictions. He then breached those requirements. The then 53-year-old, of Runcorn, was sentenced for failing to complete his required annual registration. He received 26 weeks imprisonment, suspended for two years, plus costs and a surcharge. His notification requirements continued.
This is not an isolated incident. This is the story of a man who lived in Britain illegally for 19 years, committed a series of sex offences, breached the rules of the sex offenders register, repeatedly blocked an attempted deportation through deliberate non-cooperation with immigration officials, and is still living in Britain years later.
Home Secretary Shabana Mahmood and the Home Office have repeatedly pledged to ramp up removals of foreign national offenders. Official figures show nearly 10,000 foreign criminals have been returned since July 2024. Yet at the same time almost 20,000 foreign national offenders remain in the community subject to deportation orders while more than 10,000 foreign nationals continue to fill British prison places.
Singh’s case shows how easily the system can easily be ignored.
